remote software

Is there a remote software such as laplink or pcanywhere that will permit the administrator to restrict what applications or folders that a user can or cannot use. Also to restrict the user to use any of the windows applications that are by default installed on the desktop such as ie, network neighborhood, my computer etc.. etc.. also to restrict from accessing the start button.
