Removing Access 97 user-level security

Hello, I have an Access 97 .mdb file that has user-level security on it. I don’t have the workgroup information file, and the customer doesn’t have all the information needed for me to recreate it. Most of the articles I have read deal with removing the security _if_ you have access to the database, not removing it outright without being able to open it, which is what is the problem in my case. Some help would be appreciated.
