Restrict Meeting Request

Is there any way to put a restriction on so that only certain people can invite a particular person to a meeting in Outlook (w/Exchange 5.5)? For example, the president does not want just anyone to be able to invite him to a meeting. He only wantscertain people (secretary and direct reports) to be able to invite him. He does not want to go through the exercise of declining an invitation. Any help would be appreciated…
