rights in AD to add exchange mailboxes

We are trying to allow users in AD to setup new users with mailboxes in exchange 2003. What rights are needed on what objects. By setting rights on the exchange server object it allowed the user to create the mailbox with a default smtp address but the user was unable to add additional e-mail addresses. AD 2003 native, Exchange server 2003 environment.
