rolling out an Outlook Rule

Can anyone tell me if it is possible to enforce/roll out an outlook inbox rule to ALL USERS in a mailbox store either by group policy or Exchange admin.
i.e. I want all users in the mailbox store to have a rule to move messages with a specific subject.
