Rotating data in Excel 2003

One of my users generates data from another application into Excel. When the data is loaded into excel the headers are reversed. The column headers need to be the row headers and visa versa. All the data needs to rotate with the headers. Example: Jan, Feb, March are column headings and need to become row headings and all data specific to each column needs to move when the column headings become a row headings. Now, have I completely confused everyone? Is there a way to rotate a spreadsheet 90 degrees? Currently we are cutting and pasting into another spreadsheet, but this is getting very time comsuming.
