Rules in Error

I have a user that gets the following error every time they open Outlook. I’ve removed all rules but still get the same error.

RULES IN ERROR
Server-Requested Client Action MoveCopy,Unable to create dest msg.

Has anyone seen this? and if so, any ideas on how to fix it?
