Running Outlook from server

I am running microsoft office from a windows 2000 server. My question is since outlook is running from the server can outlook be customized and all the users will see the same thing. The user’s will access their email thru modem dial-up to an isp(pop3). Each user have their own account. When the users receive their email, where is it stored (on the workstation or on the server). More than one users may use a workstation. Do I have to go to each workstation and log on as a user to setup outlook for them. Any help on how to setup outlook when it’s ran from a server will be appreciated.
