Scandisk keeps restarting

I am having trouble running scandisk or defrag on my computer. I have WIN98 and everytime I try to run scandisk or defrag, it keeps restarting and after 10 times a message comes up and says it has restarted that amount. I have closed every active program that could be running but I still experience the same problem
