Scrolling Contacts in Outlook

Scrolling Contacts in Outlook
On some systems when sending mail I open the contacts to the “select names” window and can scroll thru the list with my mousewheel on other systems I must use the scrollbar. I know there must be a way to make a choicebut have not found it. Help
