“select names from list” options Outlook

I have several clients who wish to change the default list options in outlook. the environment is 2k domain, exchange 2k, office xp and 2k. When a user clicks on the “to” button on a piece of mail the default list of names is from the global address list. They wish the default to be contacts. Anybody know how to set this?
