Sending and receiving with a 169 IP

I am currently having some issues with a client computer. The connection appears to be sending and receiving but it has a 169 IP. I’ve tried to reinstall the nic and the tcp/ip but nothing I have tried will make it release the 169. There are no fire walls running and nothing that stands out for programs…..Please help me!
