Set different priority for different TCP packets

hello all –
i’m looking for a software solution
that can help me prioritize my tcp packets –
something like
Priority Adjustment for Network Traffic Scheduling (PANTS) proposed by
http://www.cs.wisc.edu/~suan/Projects/PANTS/
(pretty much the paper talked about a
scheduler/priority table between the TCP and IP layer that organizes the packets to be send)
any ideas?
