Setting up Master Account in Exchange

I need to know how to set up a master account in Exchange that will be able to access all the other accounts.
When we migrated to Exchange 5.5, the consultant set up my personal account to be able to access all the accounts on the server. I forgotto ask him what he did and he has moved.
I am now getting ready to convert to 2000 and would like to do the same thing.
