Short-Cut for Repetitive E-Mails

In the TechRepublic newsletter in Oct 2002, it discussed creating a short-cut for repetitive e-mails in WIN98. It says to r/c the desktop, create shortcut, but then it says in the target box (where it is actually the command line) type the recipient’s e-mail address then name the shortcut. When I put the recipient’s address in the cmd line, I get an error saying the file cannot be found which makes sense. Does anyone know how to create the type of e-mail they are talking about.
