Shortcuts redirected to Netscape Service

All existing IE shortcuts on my desktop had the links broken, and they now launch a Netscape ISP for $9.99 shortcut. Also, the stock ticker in IM, when clicked on does not open the company information window, it again launches a Netscape shortcut. I can not create a new shortcut that will work. It keeps redirecting to the ISP offer.
