Slideshows on DVD

I am looking to make playable in DVD players, slideshows of a bunch of pictures (JPG) and movies (Quicktime’s MOV). I am not looking for that much fancy stuff. Maybe some transition effects but I really want it to play both in order with a menu option to jumpo around like you would with a movie. What program, FREE preferred, that I can easily do this? I have Nero but it does not do MOV.
Thank you.
Merry Christmas.
