Slow start up & shut down!

I have a 6823-MGU Netvista IBM Computer running WindowsXP. I recently had a router installed connecting to my older computer and have high speed internet. The old computer works well but my new one has slowed down and I receive duplicate email messages on Outlook 6. My IPS is Primus while my high speed is Sympatico. Can anyone assist?
