Splash screen on Outlook 02 takes 2 long

On a Windows XP professional PC connected to a Windows 2000 domain all but 1 user report the splash screen taking too long when opening Outlook 2002 SP1. I timed it and it takes 30 seconds. The only one that doesn’t complain takes just a couple ofseconds and is the local administrator. I have given others administrative rights and it doesn’t matter. I have “repaired Outlook and it works the same. Event viewer keeps showing group policy errors and the inability to access gpt.ini in the sysvol of the server. What do I do?
