SQL Enterprise Manager problem

When I try to run a query from the Enterprise manager it is giving me the following error:
<< The query cannot be executed because some files are either missing or not registered. Run setup again to make sure the required files are registered. >>

I have uninstalled and re-installed, updated to MDAC 2.8, tried to re-register the files, restarted, shutdown and even prayed. Anyone know the files that are missing? Anyone solve this problem yet? Posts on MS have not been very helpful.
