SRM Tools and raw devices in databases

How (if at all) do storage resource management (SRM) tools (e.g. EMC ControlCenter, AppIQ StorageAuthority Oracle QoS, CreekPath) allow discover and monitoring of raw devices in databases? Can the tools only work with databases that have file systems built?
