Standy/Hibernate fail on Toshiba WinXP

My Toshiba laptop that’s only a year old does not go into Hibernate or Standby mode anymore.

I have checked and verified the Windows XP power settings, all to no avail. The BIOS settings look good also.

Any other possible solutions?
