System configuration Utility Problem

In my system.ini tab i have only 4 folder ( Boot,Drivers,TTfontdimencache&Password) i have not got a clue were the other folder have gone to
My OS is Win98SE. Since them i am unable to install Norton antivirus 2002 i can’t get update for my old version 5:01 and the only way windows loads properly is when i deselect system.ini and win.ini otherwise i will get a discoloured desktop and no mouse .
How can i restore my system.ini in system configuration utility.
P.S
The actual system file has the correct info in it.
