Tables locked in Access 2000

I have a small Access2000 database running on a network. No more than 5 people use it at a given time. The front end is running locally on each workstation. The tables are on a Netware 5.0 Server. Once in a while users will get a message that the tables are inuse by someone else and cannot be used. This can happen even no one else has the tables open.
