Trouble Deleting Games

It was recently brought to my attention that the games (ie. Solitaire) on Windows 2000 were causing a distraction at my workplace. When I attempted to delete Solitaire and the other games out of the C:/WINNT/system32/ directory, they would be sent to the recycling bin, but as soon as I closed explorer, a new copy was placed back where the old one was. I have even tried renaming the files but Windows just puts a new one there. How can I delete the games permanently? I have tried uninstallingwindows components, but when I go to the control panel, the games are not even in there. What do I do?
