Unable to get file correctly in web link

we are using windows 2003 for hosting our local webpage. In one page we are creating a text file dynamically each time the page is called… the file is created inside a folder in the server. we are providing a link for the same text file in the webpage. Now the problem is when the page is loaded the text file is created correctly ( checked in the original directory ) . But when we download/open thru the link given in the webpage it is giving error file .
The error is like half data trucated, old file ( prob. from memory ) etc… I need help to overcome this Is this problem with IIS or individul browser?
almost all users are facing this irrespective of o/s , browser ver..
