Unable to open your default email folder

Microsoft Outlook 2000) “Unable to open your default email folders. You do not have permision to log on.” with another msg following that one.
I have very limited priviledges and the network is very secure. So I don’t havre direct access to features like Search,the System or System Tools. We are running XP Pro for the client pcs using an exchange server.
When this problem popped up I was able to delete the user profile, I repaired the Outlook 2K, then rebooted. I don’t have much more access to do more than this. I can access the control panel, explorer, and the cmd prompt.But this didn’t work.
Can someone please help me with what I can or cannot do. I don’t have access to the System Tools to restore this file (secur32.dll). There must be another way through explorer to correct this problem right? Thank you.
