Unable to record macro

We are using a Windows 2000 Server and running Terminal Services via an Internet connection. Office 97 is the installed Office suite. Everything has been working fine until today one of my users tried to record a macro in Excel and they receive the error message: “Unable to record”.

Any user who does not have administrative privileges has this problem. If logged on as an administrative user, the procedure works fine. I am inclined to think that this may be a permission or rights issue to a folder or a registry setting because other things have had a similar documented issue.

I have been unable to find the answer on this one, however. Any thoughts on this one would be appreciated.
