Unable to use WebAccess

Problem

When I open the Web Access (Info Desktop for Java) for crystal report I get the error:

IOException: java.ioFileNotFoundException:
Infosystem:80//ciweb/web.si?

Checking my Windows 2000 I saw the error:
=========================================
The Kerberos Key Distribution Center service terminated with the following error:
The security account manager (SAM) or local security authority (LSA) server was in the wrong state to perform the security operation.

What should I do?
(*I’ve already tried disabling the Java JIT complier but it still does not work).
