Undeliverable message in Microsoft Mail

“The recipient’s Inbox in the postoffice does not exist or is busy.” I’m getting this message when anyone sends an e-mail to this one user. When I try to login to Microsoft Mail Post Office I get: “The post office is already being managed, try againlater. ? any suggetions ?
