use of cd drive in DOS ( from hd)

I just lost use of my floppy drive due to a physical problem on the mb side. I was in the process of setting up the following configuration on my own computer: a double hard drive config: both hd’s bootable, each with a different operating system: (c:\) (bootable) running WIN98 SE
(d:\) (bootable) running WIN XP
Since I can’t have use of the floppy disk anymore, I wondering if there’s a way that I can make drive C bootable WITH ACCESS TO MY CD-ROM DRIVES WHEN ITS RUNNING IN DOSMODE, just like a Win98 startup disk? You see I’ve alrady finished setting up drive C, so I’m hoping that I can start it in DOS mode, and prepare and load everything on drive D from there. And if I could use my CD-ROM drives while Im doing it, it would save me a lot of work.
Also, once I’m done with this, can anyone suggest a good way to create some kind of menu or something from which I would have a choice of which drive I want to start up?starting the machine
