Wallpaper

having trouble with windows ME and jpeg files set to wallpaper. the jpeg files look fine till set to wallpaper and then they are garbled. if I change the jpeg files to bitmap then they look fine. Have tried changing out the video card and it doesthe same. Has a Biostar sys board with 800 mhz AMD processor. Anyone one have this problem or know a fix?
