Weird OE problem

I have a user with Win98SE and IE/OE 6sp1 loaded. Almost every time he tries to send an email he gets unknown error has occured from OE. If he goes to his outbox and hits send/recieve, the message usually goes. I have done all latest updates and virus scan is clean. It’s gotta be some weird setting somewhere, just where is the question. Any ideas?
