What changes to Normal.dot?

I have on user running Office 2000 who gets the dialog box suggesting that Normal.dot has changed every single time she closes a word document – the user has not made any changes to this template.
I have tried answering both yes and no to the request to save the new Normal.dot but the problems persists. I have even tried uninstalling office 2000 altogether, rebooting and reinstalling it. Does anyone know what this problem could be? If so please help me to resolve this once and for all.
