Where’s the tracking tab?

Using XP/Office 2003 – in Outlook, some of my sent messages have a tracking tab and others don’t, even though all are same format (HTML). I even have a case where I sent 2 messages about 10 minutes apart to the same people – one has the tracking tab, the other doesn’t. What’s up?
