Windows 2000 FTP login errors

Windows 2000 ftp users can only login unless the are added to the administrator group. We would like for a normal user in active directory to be able to login, but it simply won’t login. Any help would be appreciated. It makes it very difficult to teach our students things(we don’t want students to have administrator access) about the ftp at our highschool. We would appreciate any help.

Thank you in advance.

Dan
