WINDOWS 98 SHUTDOWN PROBLEM

I cannot shutdown Windows 98, generally it works good, but freezes when the window “Windows is now shutting down” It started when I installed Norton Utilities and it was not installed properly. In fact, I cannot uninstall Norton Utilities. Maybe this has something to do with my recent uninstall of Norton Antivirus for WINDOWS 95.
