Windows in taskbar in Excell

Surely there must be a way to make “Windows in Taskbar” the default setting for every excell session?. I have gone to Tools>Options>view and ticked the windows in taskbar umpteen times, but each time I open either the same file, or a new workbook, Ihave to go back and check it again. Anyone any ideas?
