Windows Live Local for Outlook Update Problem

I’ve been trying to install the latest Windows Live Local for Outlook update, but every time I try I get an error message that Outlook is open and I should close it. Needless to say, I closed the main program and the Outlook icon is gone from the taskbar. Has anyone run into this problem and solved it? If so, what do I need to do?
