Windows Messaging pop up ads.

I use cable to access the internet and have a small lan using a router. One of the computers gets windows messaging service boxes popping up with ads and all kinds of garbage. Sometimes there will be 20 or more in a row that you have to click through before you can do anything. I don’t understand why it only happens on the one PC. Is there a way to disable the windows messaging service without disabling anything else.
