WinXP & MS Outlook 200

I have MS Outlook on a WinXP platform. The problem is other users can not use Outlook. The program appears and disappears after a few second when you are logged on as an ordinary user without administrative rights. I have to reinstall Outlook many times & this works for some days before the problem begins. Is there anyone with a permanent solution.
