Word 2002 Question

I am looking for a way to change the settings in Word 2002 so that when a user opens a particular Word document, the “Web” Word toolbar (which you wouldn’t normally see unless you specifically toggled it on) will load by default. In other words, how to change the settings in Word so that the Web toolbar displays automatically without intervention from the user? (I only need to apply these custom settings to one special Word document, not all of them, if this helps.)
