Word XP

In Word XP I open a new document and the cursor appears at the very top of the page. No header and footer space is inserted. If I print the document, the header and footer does not print?
If I open a new document, veiw header and footer, then close header and footer. the document then shows and prints as it should and the cursor appears the correct distance from the top of the page.
This happens no matter what veiw I have the document under?
