XChange 2000 where is the Administrator

Hello Gents and Ladies,
My issue is regarding Exchange Administrator. We have our propietory software, which needs to be hooked up to Exchange. In Exchange 5.5 you had to Access the Administrator within the Xchange program to be able to go through various configurations… In Exchange 2000, this is not an option.If it is I do not know where and that is where I need your help.

So where should I instruct my client to go, to get the options that would allow him to configure Exchange to work with our software… Specifically, we are looking to do the following:-
setting up email domain, enabling message tracking,where to setup Exchange for rich text formatting, enable/disable out of office to internet,dialup connections, connected sites, routing, security, delivery using… I guess you get the picture.
Please help if you can… what I mentioned above, was based on an in house document, that is obviously outdated… I am not certified in Exchange just happen to be caught in the middle… help please if you can.
