16 Bit Windows Sub system

I am getting an error message when I try to run
a command prompt on Win2k professional. Virtual
device driver format in the registry is invalid.

I have already searched, read and tried the fix
from microsoft article #Q254914, but when
I drill down to the HKLM\System\CurrCtlSet\Control\VirtualDeviceDrvr
I do not have the vdd key they discuss to delete.
I tried adding it as per the instructions, but
when I try to add it, it says the key already
exists, change the name. How can it exist if
I cannot see it. I did try searching from the top down, and there was a vdd key in another place. Any ideas? Thx
