2 problems on same win 98 machine – help

1. when clicking on defrag win 98 machine stops responding.
next step would be ctrl+alt+del however,
2. when ctrl+alt+del is selected computer switches off !!!!(instant stop everything just goes dead).
is this a win 98 software prob- what would remedy this situation (a 98 reload?)
or is it hardware (board)
