2000 Pro/Netware Printers

We are testing Win 2K Pro, and ideally would like to make it so an average user (domain user) can add a netware printer without an administrator actually coming to their desk. There is no difficulty adding a printer from an NT box, but from Novell we get the error “you do not have sufficient control of your machine to connect to this printer.” Is this possible without making the user a power user?
