2000 server wont see my whole hard drive

I have a maxtor 20 gig hard drive and I can’t get 2000 server to see any more than 8 gigs when I try to install server on it.
I went as far as booting off a win98 disk to delete all the partitions thinking that if I got rid of all dos partitions that it would work. Dosent 2000 Server setup use NTFS?
