22,000 oem9999.inf files after inst IE6

Install of IE6. Took 6hrs!. after install noted that 1000 OEMnnnn.INF files were created every minute in C:\Windows\Inf folder.
All the files had 0 byte size. oem1 thru oem22137
What happened.
