2nd hard drive not showing up

i had a 2nd hard drive installed on my computer and it was working for about a month now. one day i had to reboot my computer and when it came back on, everything started running slower for some reason. i clicked on my E:drive(my second hard drive), under My Computer, and a message popped up saying, E:\is not accessible The parameter is incorrect. i dont understand what this message means,and i’ve also shut off my computer to check the cables connecting the hard drive and everything and the same thing keeps happening. I have windows 2000 by the way, so if you have any information that could help this problem, please do so.
